Despite its origins in an Aboriginal word meaning \u201cshelter,\u201d Minda Juvenile Justice Centre was a place of confinement, fear, and\u2014in too many cases\u2014abuse.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Operating for nearly four decades in Lidcombe, <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/offenders\/nsw\/\"><span style=\"font-weight: 400;\">New South Wales<\/span><\/a><span style=\"font-weight: 400;\">, Minda played a central role in the state\u2019s <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/our-work\/youth-detention-abuse\/\"><span style=\"font-weight: 400;\">juvenile justice system<\/span><\/a><span style=\"font-weight: 400;\">. But its high-security environment, harsh disciplinary regime, and treatment of children, many of whom had not yet been found guilty of an offence, have left a painful legacy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This article outlines Minda&#8217;s history, the lived experiences of those detained, and the broader systems that allowed it to operate with minimal scrutiny for decades.<\/span><\/p>\n<h2><span style=\"font-weight: 500;\">A purpose-built place of control<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Minda opened its doors on 6 May 1966, built on an 8.5-acre site next to Lidcombe State Hospital in western Sydney. It was designed to serve as a remand centre where <\/span><a href=\"https:\/\/researchdata.edu.au\/agy-575-minda\/164676\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">young people aged 8 to 18 would stay temporarily<\/span><\/a><span style=\"font-weight: 400;\"> after being charged with a criminal offence, while their case progressed through the Children\u2019s Court.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The facility was highly secure and institutional in layout, with:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Separate wings for boys and girls\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Capacity for around 60 boys and 30 girls\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A Children\u2019s Court located on-site\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A Child Guidance Clinic\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A hospital wing, where girls diagnosed with venereal disease were confined until treatment was complete.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Despite being a temporary holding centre, the strict regime and secure environment made Minda feel more like a prison. High fences, locked dormitories, and enforced discipline were the norm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cShelter\u201d may have been the literal translation of Minda\u2019s name, but for many children, it represented a place of surveillance, punishment, and isolation.<\/span><\/p>\n<h2><span style=\"font-weight: 500;\">Children behind the walls<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The young people sent to Minda had been arrested or charged with an offence, but had not yet been found guilty. Stays generally lasted around four weeks, though some remained longer if court delays occurred or further assessments were ordered.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Life inside Minda was strictly controlled. Reports describe:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Rigid daily routines\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Minimal privacy\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A focus on obedience and discipline over rehabilitation\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Limited or no family contact.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">One particularly troubling element was the treatment of girls diagnosed with venereal disease, who were confined in hospital until considered &#8220;cured&#8221;\u2014reflecting the era&#8217;s deeply demoralising attitudes toward young women, particularly those perceived as sexually active.<\/span><\/p>\n<h2><span style=\"font-weight: 500;\">A culture of harm &amp; a failure of care\u00a0\u00a0<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Accounts from survivors paint a grim picture of life inside Minda. Former residents have described experiences of:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Physical abuse\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Sexual abuse\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Neglect by staff\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Isolation and trauma.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">These experiences were rarely acknowledged or addressed then, and most children had no avenue for complaint or redress.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.findandconnect.gov.au\/entity\/minda\/\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">Royal Commission into Aboriginal Deaths in Custody investigated the death of an Aboriginal teenager at Minda in 1980<\/span><\/a><span style=\"font-weight: 400;\">. The 16-year-old boy died from heart failure, and the Commission noted that Minda staff were not trained to recognise symptoms of heart distress or administer CPR.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The incident raised serious concerns about staff training and the broader systemic neglect of Aboriginal children in custody.<\/span><\/p>\n<h2><span style=\"font-weight: 500;\">Closure &amp; legacy<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">In 2003, Minda officially closed and the site was demolished. A new facility, Juniperina Juvenile Justice Centre, was built in its place to accommodate young women.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though the buildings are gone, the legacy of Minda lives on through survivor testimony, ongoing trauma, and recognition of how state systems failed to protect vulnerable teens.<\/span><\/p>\n<h2><span style=\"font-weight: 500;\">Seeking justice after Minda<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">At Minda Juvenile Justice Centre, too many children experienced punishment when they needed protection.
