The Royal Commission into Institutional Responses to Child Sexual Abuse exposed a devastating pattern of abuse, cover-ups and<\/span><a href=\"https:\/\/kelsolawyers.com\/au\/our-work\/institutions\/\"><span style=\"font-weight: 400;\"> institutional failure<\/span><\/a><span style=\"font-weight: 400;\">. What was uncovered in <\/span><a href=\"https:\/\/www.childabuseroyalcommission.gov.au\/case-studies\/case-study-42-anglican-diocese-newcastle\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">Case Study 42<\/span><\/a><span style=\"font-weight: 400;\"> wasn\u2019t just the story of a \u201cfew bad apples\u201d\u2014it was a complete failure of leadership and accountability across generations of <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/our-work\/clergy-and-institutional-abuse-claims\/\"><span style=\"font-weight: 400;\">Church<\/span><\/a><span style=\"font-weight: 400;\"> officials.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Children were harmed. Survivors were ignored. And Church leaders chose to protect the reputation of their institution instead of the safety of those in their care.<\/span><\/p>\n<h2><strong>A toxic culture of power, secrecy, and fear<\/strong><\/h2>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-scaled.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-13373\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-scaled.jpeg\" alt=\"Newcastle Cathedral\" width=\"2560\" height=\"1777\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-scaled.jpeg 2560w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-300x208.jpeg 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-1024x711.jpeg 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-768x533.jpeg 768w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-1536x1066.jpeg 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/cathedral-2048x1422.jpeg 2048w\" sizes=\"(max-width: 2560px) 100vw, 2560px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The Newcastle Diocese followed a traditional <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/institutions\/catholic-church\/\"><span style=\"font-weight: 400;\">Anglo-Catholic structure<\/span><\/a><span style=\"font-weight: 400;\"> where bishops and priests were treated with absolute authority. This made it almost impossible for children to question, challenge or report abuse.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many victims were groomed into silence, and even when reports were made, they were often dismissed or ignored.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Royal Commission found that several of the most dangerous offenders, including ordained men like <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile-offenders\/paedophile-offenders-father-peter-rushton\/\"><span style=\"font-weight: 400;\">Peter Rushton<\/span><\/a><span style=\"font-weight: 400;\">, George Parker, and Allan Kitchingman, had trained together at St John\u2019s Theological College in Morpeth. The College was the Diocese\u2019s own seminary. It has been described as having a \u201cclosed\u201d and \u201ccontrolling\u201d culture, which may have helped enable the network of abuse that followed.<\/span><\/p>\n<h3><strong>Investigated Offender: Father Peter Rushton<\/strong><\/h3>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI.png\"><img decoding=\"async\" class=\"alignnone size-full wp-image-13368\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI.png\" alt=\"Father Peter Rushton\" width=\"1536\" height=\"1024\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI.png 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI-300x200.png 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI-1024x683.png 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Father-Peter-Rushton-2-AI-768x512.png 768w\" sizes=\"(max-width: 1536px) 100vw, 1536px\" \/><\/a><\/p>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile-offenders\/paedophile-offenders-father-peter-rushton\/\"><span style=\"font-weight: 400;\">Father Peter Rushton<\/span><\/a><span style=\"font-weight: 400;\"> was one of the most senior figures in the Diocese. He was never convicted, but the Church now accepts he was a serial abuser. Multiple victims told the Royal Commission that he raped them repeatedly as children.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One survivor, Paul Gray, said he was just 10 years old when Rushton began sexually abusing him. He also recalled being trafficked by Rushton to other men and raped at church-run camps and the infamous St Alban\u2019s Home for Boys.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite these horrific accounts, Church leaders continued to promote Rushton. Even when child pornography was found among his possessions in the 1990s, no report was made to police. Instead, he was allowed to hand over whatever material he chose, and later burned hundreds of tapes with the help of another priest.<\/span><\/p>\n<h3><strong>Investigated Offender: Jim Brown<\/strong><\/h3>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI.png\"><img decoding=\"async\" class=\"alignnone size-full wp-image-13369\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI.png\" alt=\"James Michael Brown\" width=\"1536\" height=\"1024\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI.png 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-300x200.png 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1024x683.png 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-768x512.png 768w\" sizes=\"(max-width: 1536px) 100vw, 1536px\" \/><\/a><\/p>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile-offenders\/paedophile-offenders-james-brown\/\"><span style=\"font-weight: 400;\">James Michael Brown<\/span><\/a><span style=\"font-weight: 400;\"> worked as a Church <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/institutions\/youth-groups-and-recreation\/\"><span style=\"font-weight: 400;\">youth worker<\/span><\/a><span style=\"font-weight: 400;\"> and lay preacher. He was closely associated with Rushton, and the two shared access to boys through church-run programs and foster care.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brown was eventually convicted in 2011 of sexually abusing 20 boys over 30 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of those victims was Phillip D\u2019Ammond, who lived at St Alban\u2019s as a teenager. Brown took him home on weekends and sexually abused him. D\u2019Ammond later told the Commission that Brown became his legal guardian\u2014a move that went unchallenged by the Church, even though concerns had already been raised.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Church had known about Brown\u2019s behaviour since at least the late 1970s. But instead of protecting children, Church leaders let him keep working with them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brown died in 2019. As recently as 2020, the Anglican Bishop of Newcastle, Peter Stuart, said that <\/span><a href=\"https:\/\/www.abc.net.au\/news\/2020-09-10\/king-of-the-kids-salvation-army-to-re-examine-paedophile\/12630802\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">Brown\u2019s crimes were appalling<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cHe was able to move from one place to another and do great harm. The Diocese of Newcastle should have known more about James Brown offending at an earlier point and taken action clearly to prevent his further offending.\u201d<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cEvery church, every organisation needs to do its best to make sure that people do not move from organisation to organisation.\u201d<\/span><\/i><\/p><\/blockquote>\n<h3><strong>Investigated Enabler: Bishop Roger Herft<\/strong><\/h3>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-13370\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI.png\" alt=\"Roger Herft\" width=\"1536\" height=\"1024\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI.png 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI-300x200.png 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI-1024x683.png 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Roger-Herft-AI-768x512.png 768w\" sizes=\"(max-width: 1536px) 100vw, 1536px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The Church\u2019s internal handling of complaints was secretive and highly controlled.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile-enablers\/roger-herft\/\"><span style=\"font-weight: 400;\">Bishop Roger Herft<\/span><\/a><span style=\"font-weight: 400;\"> led the Diocese from 1993 to 2005 and created a hidden complaint system using sealed \u201cyellow envelopes.\u201d These envelopes\u2014stored in a locked cabinet\u2014held reports of abuse and misconduct. Only a handful of people had access.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most reports were never acted on, and few were passed to the police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When questioned, Bishop Herft admitted he had been told of at least 24 allegations of child sexual abuse. Yet only three were formally reported. Many complaints involved serious concerns about known offenders like Rushton and Brown.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In practice, this system protected the Church, not the children. It allowed senior officials to appear to be managing complaints while doing little or nothing to stop the abuse.<\/span><\/p>\n<h3><strong>Investigated Offender: Father George Parker<\/strong><\/h3>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-13371\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1.png\" alt=\"James Michael Brown\" width=\"1536\" height=\"1024\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1.png 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1-300x200.png 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1-1024x683.png 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/James-Michael-Brown-AI-1-768x512.png 768w\" sizes=\"(max-width: 1536px) 100vw, 1536px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In the 1970s, two altar boys\u2014brothers known as CKA and CKB\u2014were sexually abused by Father George Parker. Their mother reported the abuse at the time, but the Church did not act.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Years later, one of the brothers contacted the Diocese again. He spoke directly with <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile_offenders\/graeme-lawrence\/\"><span style=\"font-weight: 400;\">Dean Graeme Lawrence<\/span><\/a><span style=\"font-weight: 400;\"> and Bishop Herft and detailed the abuse. Herft later admitted he had received enough information to go to the police but chose not to.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even worse, when the brothers eventually went to the police and Parker was charged, two of the Church\u2019s most senior legal advisors defended Parker in court.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These were the same men who had previously advised the Diocese on how to respond to the survivors\u2019 original complaints.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This clear conflict of interest sent a message to the victims that the Church was more interested in protecting itself than helping them.<\/span><\/p>\n<h3><strong>Investigated Offender: Dean Graeme Lawrence<\/strong><\/h3>\n<p><a href=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-13372\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI.png\" alt=\"Dean Graeme Lawrence\" width=\"1536\" height=\"1024\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI.png 1536w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI-300x200.png 300w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI-1024x683.png 1024w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2016\/09\/Dean-Graeme-Lawrence-AI-768x512.png 768w\" sizes=\"(max-width: 1536px) 100vw, 1536px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/kelsolawyers.com\/au\/paedophile_offenders\/graeme-lawrence\/\">Dean Graeme Lawrence<\/a> was the most powerful and fearful figure in the Diocese, serving as the Dean of Christ Church Cathedral from 1984 to 2008. During that time, multiple allegations of child sexual abuse were raised against him.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Royal Commission found that between 1995 and 1999, senior Church leaders were warned on at least three separate occasions that Lawrence had allegedly abused boys. No action was taken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In one case, youth leaders told Bishop Roger Herft that two boys had made serious allegations. Herft admitted he didn\u2019t report, investigate, or manage the risk. Other complaints, including one passed on from a Sydney Anglican minister, were also ignored.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lawrence denied the allegations and stayed in his role for decades. He was a charming intellectual with enormous influence over people. Bishops and others were afraid to cross him. He seemed to be bullet proof. Survivors said this made them feel the Church had sided with the abuser.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He was finally defrocked in 2012, through the Anglican Church\u2019s professional standards process, not by the Newcastle Diocese. By then, the damage was done. The Royal Commission found that the Diocese\u2019s inaction had allowed Lawrence to avoid accountability for years.<\/span><\/p>\n<h2><strong>Bishop and survivor forced to resign after advocating for change<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">In 2014, Bishop Greg Thompson took on the leadership of the Diocese. He was the first Church official in Newcastle to publicly acknowledge that he had been sexually abused by none other than Bishop Ian Shevill, a former head of the Diocese.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thompson began to change the culture of silence. He met with survivors, called out past failures, and tried to hold abusers and Church leaders accountable\u2014but his reforms were met with hostility. Some members of the Church accused him of fabricating his story. Others campaigned against him.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eventually, Thompson resigned, saying <\/span><a href=\"https:\/\/www.theguardian.com\/australia-news\/2017\/mar\/16\/newcastle-bishop-resigns-saying-he-was-threatened-after-revealing-abuse-by-clergy\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">the backlash had made his position impossible<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cIn those intimate moments in Church\u2014it is my cathedral\u2014having people turn their backs on me sends a strong message that I\u2019m not safe in that place and that there are consequences if I do not follow what they want me to do. Public harassment. Public shame.\u201d<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cWhen I started this journey to right the wrongs of child abuse in the Diocese, I didn\u2019t expect to be in this position, nor did I expect to uncover systemic practices that have enabled the horrendous crimes against children.\u201d\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cThe decision to resign was not an easy one; it weighed heavily on my heart. However, I must place the wellbeing of my family and my health above my job.\u201d<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">His resignation marked another tragic moment in the Diocese\u2019s long history of choosing silence over justice.<\/span><\/p>\n<h2><strong>How survivors were affected by the abuse<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The impact of the abuse carried out in the Anglican Diocese of Newcastle was devastating and long-lasting. Many survivors experienced deep emotional, psychological, and physical trauma\u2014not just from the abuse itself, but from the Church\u2019s repeated failure to believe or support them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some survivors reported severe mental health struggles, including anxiety, depression, and post-traumatic stress. Others turned to drugs or alcohol to cope with the pain. Relationships with family and friends often broke down, and many struggled to hold steady jobs or feel safe in their communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Paul Gray, who was abused by Father Peter Rushton from the age of 10, said he repressed the memories for decades. When they resurfaced in 2010, he had a severe mental breakdown.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another survivor, known to the Commission as CKA, said the Church\u2019s handling of his abuse was as harmful as the abuse itself. He tried to report what had happened multiple times, only to be ignored or dismissed. When his abuser was finally charged, Church lawyers stepped in to defend the priest, leaving CKA feeling betrayed all over again.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Others told the Commission they had felt shame and isolation for years, believing they were alone. In many cases, it wasn\u2019t until the Royal Commission that they were finally heard.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The failure of the Church to act not only allowed abuse to continue, but it also compounded the suffering of survivors for decades.
