There should be no barriers between them and their learning.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their teacher should be a beacon of knowledge, kindness and support. There should be an unbreakable feeling of trust between teachers and their students &#8211; no child should ever feel too scared to set foot on school grounds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, teachers have been known to overstep their boundaries and break that unbreakable trust. The truth of the matter is that <\/span><a href=\"https:\/\/kelsolawyers.com\/au\/our-work\/abuse-law-education-system\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">sexual abuse is rife in Australian schools<\/span><\/a><span style=\"font-weight: 400;\">. In fact, according to a recent report from the Bureau of Crime Statistics and Research, <\/span><a href=\"https:\/\/www.smh.com.au\/national\/nsw\/more-than-500-sexual-offences-on-children-on-nsw-school-grounds-every-year-20210306-p578db.html#:~:text=More%20than%20500%20sexual%20offences%20against%20children%20and%20teens%20occur,more%20than%20100%20sexual%20assaults.&amp;text=BOCSAR%20data%20shows%20there%20has,past%20five%20years%20in%20NSW.\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">an average of 551 sexual offences against children occur on school grounds every year<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2020, <\/span><a href=\"https:\/\/www.smh.com.au\/national\/nsw\/more-than-500-sexual-offences-on-children-on-nsw-school-grounds-every-year-20210306-p578db.html#:~:text=More%20than%20500%20sexual%20offences%20against%20children%20and%20teens%20occur,more%20than%20100%20sexual%20assaults.&amp;text=BOCSAR%20data%20shows%20there%20has,past%20five%20years%20in%20NSW.\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">there were more than 100 sexual assaults<\/span><\/a><span style=\"font-weight: 400;\"> on children in NSW schools.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yes, school should be a place where children feel safe, but Catholic institutions like the Salesians of Don Bosco (otherwise known as the Salesian Order) have developed a reputation for their unsafe learning environments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Multiple Salesian institutions in Australia have faced allegations and cases of child sexual abuse, including but not limited to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Salesian College, Sunbury (also known as Rupertswood)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Salesian College, Brooklyn Park<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Boystown, Engadine (now the Dunlea Centre)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">St Joseph\u2019s College, Ferntree Gully<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The <\/span><span style=\"font-weight: 400;\">Royal Commission<\/span><span style=\"font-weight: 400;\"> revealed 114 people made a claim of child sexual abuse against the Salesians between 1950 and 2010. This makes up 21% of all claims related to religious institutions with priests and religious brothers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Salesian schools hired a slew of paedophile priests to teach their students, leading to hundreds of child abuse allegations. In this article, we explore each of the schools mentioned above.\u00a0<\/span><\/p>\n<h2><strong>Salesian College, Sunbury (Rupertswood)<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Rupertswood Mansion was home to the Salesian College in Sunbury. A beautiful countryside home, Rupertswood Mansion was built in 1874 and once hosted many distinguished guests including royalty.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, it became a house of horrors when the Salesians bought the building in 1927 and turned it into a school for boys.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Years of sexual abuse at the Salesian College in Sunbury has led to multiple paedophile teachers being imprisoned, while other priests at the college reached settlements with their victims.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 2004 biography of the prominent Salesian priest, Father Chris Riley, stated that these men were \u201c<\/span><a href=\"https:\/\/www.smh.com.au\/national\/the-hell-house-20130112-2cmia.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">absolute maniacs<\/span><\/a><span style=\"font-weight: 400;\">\u201d and their violent behaviour made Father Riley question his decision to become a priest.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On one occasion, Father Riley witnessed the Salesian brothers mercilessly beat a group of boys with a stick. Father Riley stood up to the men and shouted \u201c&#8217;<\/span><a href=\"https:\/\/www.smh.com.au\/national\/the-hell-house-20130112-2cmia.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">you can&#8217;t hit people, you&#8217;re a Salesian &#8211; this isn&#8217;t the Salesian way<\/span><\/a><span style=\"font-weight: 400;\">\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the children weren\u2019t just subjected to beatings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the Royal Commission, former students told stories about the physical and sexual assault these men inflicted on a daily basis. One survivor recalled an evening where <\/span><a href=\"https:\/\/www.smh.com.au\/national\/the-hell-house-20130112-2cmia.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">the boys were given drugged Milo<\/span><\/a><span style=\"font-weight: 400;\"> in the school\u2019s infirmary and woke up to the sound of one of the other boys being assaulted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another told the commissioners he\u2019d been <\/span><a href=\"https:\/\/www.smh.com.au\/national\/the-hell-house-20130112-2cmia.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">given a glass of lemonade, only to wake up to a priest assaulting him<\/span><\/a><span style=\"font-weight: 400;\">, too.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Parents were reluctant to believe their children\u2019s claims of abuse. The prestigiousness of Rupertswood Mansion combined with the school\u2019s good reputation and the devout \u201cMen of God\u201d running the school made it hard for parents to believe abuse could be happening at the Salesian College.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<h2><strong>Salesian College, Brooklyn Park\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Two of the offenders also worked at the Salesian College in Brooklyn Park. However, the paedophiles weren\u2019t alone here.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One survivor (who remained nameless during the Royal Commission) said <\/span><a href=\"http:\/\/brokenrites.org.au\/drupal\/node\/275\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Fathers targeted him because he was a boarder<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; one of the most vulnerable kinds of students at Brooklyn Park.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the age of 12, <\/span><a href=\"http:\/\/brokenrites.org.au\/drupal\/node\/275\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">he was physically and sexually abused by multiple members of staff.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In 2011, the Salesian Order accepted the survivor\u2019s story and offered him a small amount of compensation. He was encouraged to sign a settlement deed, meaning <\/span><a href=\"http:\/\/brokenrites.org.au\/drupal\/node\/275\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">he forfeited his right to take further legal action against the Salesians<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Later, he told the Royal Commission the Salesians\u2019 settlement process was designed to benefit themselves and not to repair his damaged life.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another victim named Russell Clark was assaulted when he was 12-years-old and was <\/span><a href=\"https:\/\/www.dailymercury.com.au\/news\/child-sex-abuse-survivor-it-hurt-a-lot-i-bled\/3351600\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">called a \u201cdemon\u201d<\/span><\/a><span style=\"font-weight: 400;\"> by the offender. To cope with the trauma in adulthood, Russell turned to heroin and a life of crime.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because he spent time in prison, <\/span><a href=\"https:\/\/www.dailymercury.com.au\/news\/child-sex-abuse-survivor-it-hurt-a-lot-i-bled\/3351600\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Russell is not eligible for the National Redress Scheme<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">&#8220;To exclude myself and others from redress because I took drugs and committed crimes to support a habit is just stupid,&#8221; Russell said.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">&#8220;I hurt myself, self destruct mode is what usually happens when a child is raped and tortured. Those ass-wipes who abused me got away with it and they were protected for crimes against humanity.&#8221;<\/span><\/i><\/p><\/blockquote>\n<h2><strong>Boys Town, Engadine (now the Dunlea Centre)\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Boys Town in Engadine was a residential school set up to house \u201ctroubled\u201d adolescent boys and occasionally their families.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Throughout the Royal Commission, it was found that various Salesian Fathers had been accused of and charged over offences related to child sexual abuse at Boystown in Engadine. One of the Salesian Fathers, Father Paul Raymond Evans, was found guilty of 18 offences and jailed in 2008 for the sexual abuse of seven boys during the 1970s and 1980s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2018, one of the victims of Boys Town came forward and took legal action against the institution. Darcy Toner, now 86-years-old, was <\/span><a href=\"https:\/\/www.illawarramercury.com.au\/story\/5585629\/i-was-raped-and-it-breaks-me-down-when-i-think-how-i-was-treated\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">only nine years old when he was allegedly raped<\/span><\/a><span style=\"font-weight: 400;\"> by one of the Salesian Brothers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Darcy was left at Boys Town in 1942 when his father, a professional boxer, was unable to pursue his career and care for his son at the same time. He was seven years old at the time and said the physical and sexual abuse started almost instantly.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the Salesian Fathers repeatedly sexually abused him and often locked him in a linen closet for days on end. On one occasion, <\/span><a href=\"https:\/\/www.illawarramercury.com.au\/story\/5585629\/i-was-raped-and-it-breaks-me-down-when-i-think-how-i-was-treated\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">he was left in the closet for 48 hours straight<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cBoys Town was pitiful. I was raped and it breaks me down when I think about how I was treated,\u201d Darcy told the Mercury.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cThey told me if I spoke to anyone that would be the end of me. But now I will let people know what actually went on, the truth. They told me if I spoke to anyone it would be the end.\u201d<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cI have a photographic memory, which has made the memories worse. I can\u2019t put it behind me.\u201d<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cIt is an evil betrayal of trust as well as an opportunistic way for these people to harm children who deserve nothing less than compassion and care.\u201d<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The Salesian Father eventually moved away from Boys Town but Darcy was left with the scars of what happened to him there. Later in life, <\/span><a href=\"https:\/\/www.illawarramercury.com.au\/story\/5585629\/i-was-raped-and-it-breaks-me-down-when-i-think-how-i-was-treated\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Darcy tried to commit suicide due to the emotional trauma of Boys Town<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><strong>St Joseph\u2019s College, Ferntree Gully<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Multiple repeat offenders within the Salesian Order worked at St Joseph\u2019s College in Ferntree Gully.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One Salesian Father was known for his cruelty at every school he served. In 1984, he was the principal of St Joseph\u2019s College and he<\/span><a href=\"https:\/\/www.theage.com.au\/national\/victoria\/paedophile-priest-found-guilty-of-sex-physical-assaults-at-salesian-college-20150828-gja22d.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\"> indecently assaulted a 14-year-old boy on two separate occasions<\/span><\/a><span style=\"font-weight: 400;\">. On one of those occasions, another priest was in the room, but nothing was done to stop the abuse.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The boy had been sent to the Salesian Father to be punished.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the Rupertswood Salesian College where he was the prefect of studies, he allegedly slammed a pool cue into the back of a 14-year-old student\u2019s head and asked \u201cis that hard enough?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The student wasn\u2019t the only one to be beaten with a pool cue. It is alleged <\/span><a href=\"https:\/\/www.theage.com.au\/national\/victoria\/paedophile-priest-found-guilty-of-sex-physical-assaults-at-salesian-college-20150828-gja22d.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">the Father beat three students the same way<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Salesian Father briefly fled to Rome in 1999 when complaints about his misconduct started to arise. He worked at the Salesian Headquarters and spent more than a decade avoiding calls to return to Melbourne to face justice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Salesians <\/span><a href=\"https:\/\/www.heraldsun.com.au\/news\/law-order\/prominent-catholic-priest-father-julian-fox-jailed-for-child-sex-crimes\/news-story\/b8c8f7e75273e0d1437df5a5b1a7a62c\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">quietly compensated one of the victims with $36,000<\/span><\/a><span style=\"font-weight: 400;\"> but six years later, the victim passed away. This ended a police inquiry that had been frustrated by the Father&#8217;s refusal to return to Melbourne.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite claims the offender had been banned from working with children, he was caught giving children lectures overseas about social media.\u00a0<\/span><\/p>\n<h2><strong>How the Salesian Order responded to the Royal Commission<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">After the Royal Commission ended in 2017, the Salesian Order took on the commissioner\u2019s recommendations and implemented a <\/span><a href=\"https:\/\/www.donbosco.org.au\/youth-centre-2\/child-safety\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Child Safety Policy<\/span><\/a><span style=\"font-weight: 400;\"> for Salesian schools. Their statement read:\u00a0<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cThe Salesians are committed to providing a child-safe and child-friendly environment, <\/span><\/i><i><span style=\"font-weight: 400;\">where children and young people are safe and feel safe and are able to actively <\/span><\/i><i><span style=\"font-weight: 400;\">participate in decisions that affect their lives.\u201d<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cThe Salesians have a zero-tolerance for child abuse and are committed to acting in children\u2019s <\/span><\/i><i><span style=\"font-weight: 400;\">best interests and keeping them safe from harm.\u201d\u00a0<\/span><\/i><\/p><\/blockquote>\n<p><i><span style=\"font-weight: 400;\">The Salesian Province regards its child protection responsibilities with the utmost importance and as such, is committed to providing the necessary resources to ensure compliance with all relevant child protection laws and regulations and maintain a child safe culture.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The Salesians have also implemented a range of procedures and training for their staff members, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Procedures for responding to allegations of child abuse<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Procedures for reporting allegations of child abuse or misconduct<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Guidelines to respect confidentiality and record-keeping<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Strategies for staff members, volunteers, parents and children to understand, identify, discuss and report child protection matters<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Procedures for recruiting and screening council members, staff members and volunteers<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pastoral care strategies to empower children and keep them safe<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A child protection training program for staff members and volunteers<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A guide for steps to take after the disclosure of child abuse to protect, support and assist children<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A system of continuous review and improvement.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">While this is a positive step in the right direction for Salesian schools and institutions, the damage has already been done for countless former students and wards.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">No child should ever feel unsafe in a school or government facility. Many of the victims were vulnerable children on their own in a foreign environment. They were not protected by loved ones or trusted adults.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They were left to fend for themselves, too afraid to speak out against their abusers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At Kelso Lawyers, we support survivors of institutional abuse to speak their truth and achieve the justice they truly deserve.
