For some reason, Queensland had more sexual predators \u2018pound for pound\u2019 than any other state. Its children\u2019s institutions were notorious. Like something you\u2019d read about in an old Charles Dickens novel.\n\n<a style=\"background-color: #ffffff;\" href=\"https:\/\/kelsolawyers.com\/au\/forde-scheme-applicants-can-receive-financial-top-up\/\" target=\"_blank\" rel=\"noopener\">Queensland recently changed its laws surrounding old compensation payments<\/a> \u2013 victims who have previously been paid compensation by the old Forde Scheme or directly by churches and the government can have the courts review their settlements and ask for a significant top-up.\n\nMany abuse victims in Queensland came from one of the following institutions \u2013 these were real houses of horror. So many were located miles from anywhere. So isolated that nobody could hear you scream. Running away was pointless. There was nowhere to go.\n\nWe have rated the seven worst children\u2019s institutions based on experience with actual clients and making claims. Everyone just called it \u2018Neerkol\u2019 after the name of the nearby township.<\/p><p>It was run day to day by the Catholic Sisters of Mercy. The orphanage and the Sisters were subject to great scrutiny by the Royal Commission. The Catholic Diocese of Rockhampton was also involved with the orphanage. Priests from the Diocese frequented the orphanage to say mass for the nuns and the children. The children were a mixture of government-appointed State wards and those voluntarily handed over to the nuns by parents who were not coping.<\/p><p>The abuse of children at Neerkol went on for decades. Priests raped the boys and girls on a regular basis while nuns often dispensed brutal punishments. There was no compassion. They were not laughing nuns. It was far from a loving and safe place. It was a dark and disgraceful place way out in the country.<\/p><p>There were so many complaints that the\u00a0<a href=\"https:\/\/www.childabuseroyalcommission.gov.au\/case-studies\/case-study-26-st-josephs-orphanage-neerkol\" target=\"_blank\" rel=\"noopener nofollow\">Royal Commission travelled to Rockhampton for a case study hearing. Throughout hearings into the orphanage, the Royal Commission heard how children were repeatedly raped, sodomised and physically abused in their time at the institution.<\/a><\/p><p>One victim was raped over 100 times, starting when she was just 11 years old.<\/p><p>The Sisters of Mercy, the Catholic Diocese of Rockhampton and the Queensland Government have all faced strong criticism for their poor responses to complaints of abuse. Neither the local bishops, the nuns or the government showed any interest in taking the complaints seriously. One former resident wrote a book in the 1990\u2019s about abuse at the orphanage. The Salvos were paid by the government to look after the boys. They were paid a fee for each boy. The more boys they took on the more money they got.<\/p><p>Five notorious predators including Victor Bennett,\u00a0<a href=\"https:\/\/kelsolawyers.com\/au\/institutions\/riverview-training-farm\/\">Lawrence Wilson<\/a>, Donald Schultz and <a href=\"https:\/\/kelsolawyers.com\/au\/paedophile_offenders\/john-mciver\/\">John McIver<\/a> were allowed to move around <a href=\"https:\/\/kelsolawyers.com\/au\/institutions\/salvation-army\/\">Salvation Army<\/a> Homes, including <a href=\"https:\/\/kelsolawyers.com\/au\/paedophile_offenders\/captain-lawrence-wilson\/\">Riverview<\/a> and Alkira, despite repeated complaints of abuse.<\/p><p>These men were allowed to roam between the Homes, picking out boys to abuse or send elsewhere to suffer abuse.<\/p><p><a href=\"https:\/\/www.sunshinecoastdaily.com.au\/news\/sadistic-punishments-riverview\/2154382\/\" target=\"_blank\" rel=\"noopener nofollow\">Of the five officers being focused on as part of the case study, Major Bennett was the only one who worked at all four of the Salvation Army\u2019s disgraced boys homes \u2013 Riverview, Alkira at Indooroopilly and Bexley and Gill in NSW.<\/a><\/p><p><a href=\"https:\/\/www.sbs.com.au\/news\/boy-raped-when-he-reported-abuse\" target=\"_blank\" rel=\"noopener nofollow\">The Royal Commission heard stories of young boys reporting being raped by older residents of the home, only to be raped again by the officers they confided in.<\/a><\/p><p>One particular victim had been placed in an orphanage in NSW when he was four. At age 11 he was moved to St Vincent\u2019s Boys Home at Westmead, Sydney where he was sexually abused by a Marist Brother. He ended up at Riverview in Queensland where: \u201cI felt Captain Bennett hated me from the start.\u201d<\/p><p><a href=\"https:\/\/www.sbs.com.au\/news\/boy-raped-when-he-reported-abuse\" target=\"_blank\" rel=\"noopener nofollow\">Wally McLeod, who was a resident at Indooroopilly Boys Home and Riverview Training Farm from 1960 to 1966, said he saw Victor Bennett grab children as young as four and punch them.<\/a><\/p><p>There was evidence that the Government was aware of the appalling conditions at Riverview at least as early as 1970, but failed to act to protect the children. Reports from the 1970s show that the Government was even aware of multiple incidents of rape in the home, but declined to cancel the Riverview\u2019s licence because the Government was in \u2018urgent need of accommodation\u2019 for unwanted children.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9a506dc elementor-widget elementor-widget-heading\" data-id=\"9a506dc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Westbrook<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-488c45c elementor-widget elementor-widget-image\" data-id=\"488c45c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" width=\"460\" height=\"345\" src=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2019\/06\/westbrook-home.jpg\" class=\"attachment-large size-large wp-image-3091\" alt=\"westbrook home\" srcset=\"https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2019\/06\/westbrook-home.jpg 460w, https:\/\/kelsolawyers.com\/au\/wp-content\/uploads\/2019\/06\/westbrook-home-300x225.jpg 300w\" sizes=\"(max-width: 460px) 100vw, 460px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b471316 elementor-widget elementor-widget-text-editor\" data-id=\"b471316\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>Image source:\u00a0<a href=\"https:\/\/www.thechronicle.com.au\/news\/the-survivors-of-a-brutal-time-in-the-regions-hist\/2374314\/\" target=\"_blank\" rel=\"noopener nofollow\">The Chronicle<\/a><\/em><\/p><p>Westbrook Farm was a notorious Queensland institution for boys with a dark history of beatings, neglect and rape. It was known as\u00a0<a href=\"https:\/\/www.thechronicle.com.au\/news\/dark-history-youth-detention-toowoomba\/3068195\/\" target=\"_blank\" rel=\"noopener nofollow\">\u201cthe most feared \u201creformatory\u201d in the country.\u201d\u00a0<\/a>The isolated Farm was the subject of a Foxtel documentary with an introduction by former Premier Anna Bligh.<\/p><p>Run by the Queensland State Government from 1900 until its closure in 2012, Westbrook was a place of hell for young boys, where whippings, starvation and deprivation of medical care were commonplace. There was a long history of sexual abuse, with ex-residents stating abuse in the showers was \u2018commonplace\u2019.<\/p><p>Some boys were beaten till they bled.<\/p><p>Others had their hands broken so they couldn\u2019t write.<\/p><p><a href=\"https:\/\/www.smh.com.au\/entertainment\/books\/beaten-but-not-bowed-20060311-gdn4bx.html\" target=\"_blank\" rel=\"noopener nofollow\">One survivor of the institution has gone on to write a book on the abuse that occurred in the reformatory<\/a>, letters from parents that were never given to him, visits that were turned down \u2013 all done to break the boy\u2019s spirit.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-409cb96 elementor-widget elementor-widget-heading\" data-id=\"409cb96\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Boystown Beaudesert<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-42ee2b6 elementor-widget elementor-widget-text-editor\" data-id=\"42ee2b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Boys Town was run by the De La Salle Brothers at Beaudesert from 1961 to 2001. BoysTown Beaudesert housed disadvantaged boys in their early teens and was established by Monsignor Owen Steele, who was the priest in charge of St Mary\u2019s Catholic parish at Beaudesert at the time.<\/p><p>It was staffed by the Brothers, assisted by some lay employees and received state government funding. The Brothers received a payment for every boy they housed at Boys Town. The residential accommodation closed in 2001.<\/p><p>More than 1600 boys passed through it during those 40 years.<\/p><p><a href=\"https:\/\/beaudeserttimes.com.au\/news\/2018\/01\/23\/boystown-beaudesert-ruins-a-life\/\" rel=\"nofollow noopener\" target=\"_blank\">Boys Town had the highest number of sexual abuse claims against it than any other single Catholic institution in Australia.<\/a>\u00a0It featured in the Child Abuse Royal Commission but was not the subject of a particular Case Study hearing like Neerkol, Riverview and Alkira.<\/p><p>In 2012 the Nine Network\u2019s 60 Minutes ran a story on Boys Town which included interviews with former residents. The next year, Queensland Police set up a special operation named Operation Kilo Lariat to investigate the allegations. Since then, three former De La Salle brothers have been charged with child sex offences.\u00a0<a href=\"https:\/\/www.abc.net.au\/news\/2017-02-16\/catholic-schools-with-highest-number-of-child-sex-abuse-claims\/8277360\" target=\"_blank\" rel=\"noopener nofollow\">Research shows there have been a massive 219 plausible claims made against the Catholic Brothers and staff who worked at Boys Town.<\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9511532 elementor-widget elementor-widget-heading\" data-id=\"9511532\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Wilson Youth Hospital<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-acdd86f elementor-widget elementor-widget-text-editor\" data-id=\"acdd86f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Wilson was a State-run institution for the detention of children usually via the Children\u2019s Court. The Forde Inquiry found that children\u2019s needs and educational entitlements at Wilson were neglected, that they were stigmatised as criminal and psychiatric cases, and they were exposed to the significant risk of physical and sexual abuse.<\/p><p>In 2017 a former officer at Wilson was charged in relation to 41 offences between 1981 and 1995. The charges included indecent treatment of boys, carnal knowledge and deprivation of liberty.<\/p><p>In 2003,\u00a0<a href=\"https:\/\/www.aph.gov.au\/~\/media\/wopapub\/senate\/committee\/clac_ctte\/completed_inquiries\/2004_07\/inst_care\/submissions\/sub48_doc.ashx\" target=\"_blank\" rel=\"noopener nofollow\">a previous Wilson Youth Hospital chaplain wrote a submission to the Senate Community Affairs References Committee Inquiry into Children in Institutional Care. Some of his remarks show the sheer impact of this ongoing abuse has on the lives of the victims;<\/a><\/p><blockquote><p><em>On my first visits to Wilson, I could not believe what I saw taking place. Most, but not all, of the young inmates found their way into Wilson through the Children\u2019s Courts. Many young people \u2013 in fact, most of the girls on their first admission \u2013 were placed in Wilson for non-criminal offences\u2026<\/em><\/p><p><em>Wilson was a place of institutionalised violence. Most children had not committed serious crimes, contrary to what the Minister for Children\u2019s Services, Mr John Herbert, often used to say: \u201cWilson is full of murderers, rapists and arsonists\u201d\u2026<\/em><\/p><p><em>All young people who had the misfortune of entering Wilson were treated psychiatrically which often meant in practice that they were treated with drugs. The result of this in many cases was that these young people were released from Wilson with a drug habit\u2026<\/em><\/p><p><em>When a young person\u2019s dignity had been attacked and destroyed, it is very difficult and in many instances impossible for them to recover their dignity and live a \u2018normal\u2019 life.\u201d\u2026<\/em><\/p><p><em>Staff were also using drugs to control the young people. Young people were often injected with sedatives. If some staff wanted to have a quiet shift, they were not above giving sedatives to their young charges. There were numerous cases of sexual assaults and severe beatings. There have also been allegations of an organised prostitution network, where boys were flown to Sydney to participate in prostitution.<\/a><\/p><p>The Royal Commission also received evidence confirming that the Queensland Government was aware of serious concerns about the home, but turned a blind eye. It is also alleged that the Alkira home was part of a paedophile ring.\u00a0<a href=\"https:\/\/www.smh.com.au\/national\/paedophile-ring-allegedly-preyed-on-boys-in-church-care-20140203-31xb4.html\" target=\"_blank\" rel=\"noopener nofollow\">Boys were allegedly picked up from the home where they were then abused in Brisbane, before being transported to Sydney to be abused by wealthy men.<\/a><\/p><p>Boys were then responsible for making their own way home.<\/p><p>Salvation Army whistleblower, Major Clifford Randall, spoke to the Royal Commission about the abuse senior Salvation Army personnel dealt out to the boys at the Indooroopilly home.<\/p><p><a href=\"https:\/\/www.smh.com.au\/national\/paedophile-ring-allegedly-preyed-on-boys-in-church-care-20140203-31xb4.html\" target=\"_blank\" rel=\"noopener nofollow\">He said the boy had spun around while Captain McIver was whipping his genitals and caused him to break a cuff link on the table.<\/a><\/p><blockquote><p><em>\u201dMcIver just went crazy \u2026 he slammed the boy into the wall, hitting his face and dislocating his shoulder.<\/em><\/p><p><em>\u201dI threw him into his chair and said \u2018If you want to hit somebody, hit somebody your own size\u2019.\u201d<\/em><\/p><\/blockquote>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2c502f7 elementor-widget elementor-widget-heading\" data-id=\"2c502f7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Enoggera<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d2ca5a1 elementor-widget elementor-widget-text-editor\" data-id=\"d2ca5a1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Enoggera Boys\u2019 School (sometimes called the \u2018Church of England Boys\u2019 Home\u2019) was opened in 1906 and managed through the Anglican Archdiocese of Brisbane.<br \/><a href=\"https:\/\/www.findandconnect.gov.au\/ref\/qld\/biogs\/QE00069b.htm\" target=\"_blank\" rel=\"noopener nofollow\">In 1940, Enoggera was licensed under the State Children Act 1911\u00a0<\/a>\u2013 meaning the Church would be paid by the government to look after the children.<\/p><p>While Enoggera\u00a0<strong>should have been a safe space for boys in need<\/strong>, it quickly became a black spot on the map of Queensland.<\/p><p>Throughout the 1960s, Enoggera was also home to a trainee policeman who volunteered to help care for the children. H<a href=\"https:\/\/www.brisbanetimes.com.au\/national\/queensland\/brisbane-boys-home-abuse-never-got-to-court-20160317-gnl9xk.html\" target=\"_blank\" rel=\"noopener nofollow\">is name was Graham Noyes. He sexually abused the boys on a regular basis.<\/a><\/p><p>The Royal Commission heard from former state ward, Dennis Dodt, who reported\u00a0<a href=\"https:\/\/www.brisbanetimes.com.au\/national\/queensland\/brisbane-boys-home-abuse-never-got-to-court-20160317-gnl9xk.html\" target=\"_blank\" rel=\"noopener nofollow\">Noyes once pinned him to a bed and forced his penis into Dennis\u2019 mouth until he blacked out.<\/a>\u00a0Dennis was seven-years-old at the time.<\/p><p>After finishing school, Dennis reported the abuse to a police officer in 1993. Several years later, Dennis was contacted and told the authorities were investigating Noyes for child sexual abuse charges.<\/p><p>In 1999, N<a href=\"https:\/\/www.brisbanetimes.com.au\/national\/queensland\/brisbane-boys-home-abuse-never-got-to-court-20160317-gnl9xk.html\" target=\"_blank\" rel=\"noopener nofollow\">oyes was indicted on 53 child sex abuse offences involving ten victims<\/a>. He was acquitted three times but was found guilty in the fourth trial. Strangely, Noyes was ultimately convicted of offences unrelated to any of the crimes he committed at Enoggera.<\/p><p>These stories of abuse are horrific. It\u2019s horrific to think young boys were so regularly abused without anyone to save them.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element
