Minister for Families and Social Services, Ms Anne Ruston says the government will strip charity status from churches and organisations that fail to sign up to the National Redress Scheme.<\/a><\/p>\n

They will also lose tax exemption status.<\/p>\n

Senator Ruston said the government had accepted \u201cevery recommendation that we are able to accept\u201d in its response to the standing committee\u2019s recommendations for the Scheme it returned on Monday, and that it should be announced publicly within 48 hours.<\/p>\n

She also said about 700 victims\u2019 applications have had to be put on hold because there is no organisation signed up to match them with. Many organisations (such as Swimming Australia) aren\u2019t signing up due to fears of becoming bankrupt.<\/a><\/p>\n

One major group which has not signed up to the Redress Scheme is the Jehovah\u2019s Witnesses<\/a> (the JW\u2019s). The Royal Commission heard that 1,006 plausible complaints of child sexual abuse had been received by the JW\u2019s in Australia but no alleged perpetrators<\/a> had been reported to the police. It appears that the JW\u2019s would have a substantial financial exposure if it joined the Scheme.<\/p>\n

Alternatively, the JW\u2019s may be stripped of its charity status if it fails to sign up by the 30 June 2020 deadline.<\/p>\n

The JW\u2019s have refused to remove sex offenders from congregations unless the victim can produce a second witness. The organisation was criticized for its “Second Witness Rule” by the Royal Commission.<\/p>\n

The JW\u2019s global operations are controlled by a Governing Body of eight men from JW headquarters in Warwick, New York State, USA. The decision to join or not to join the Redress Scheme is the responsibility of the US Governing Body.<\/p>\n

JW\u2019s have a history of distrust of the government, refusing to vote and avoiding military service. They are banned in China, Russia, Singapore and most Muslim majority countries. They are most active in the USA, Mexico and Brazil. JW\u2019s were once banned in Canada.<\/p>\n

On the other hand, Hillsong Church and the leading Pentecostal umbrella group, Australian Christian Churches, have all signed up for the National Redress Scheme (Hillsong Church is now a separate legal entity from ACC).<\/p>\n

The addition of non-government institutions including Hillsong Church, Australian Christian Churches (ACC), C3 Churches, Churches of Christ, Baptists, Christian Schools Australia and Barnardo\u2019s Australia, has more than doubled the number of non-government groups in the scheme from 67 to 162 in one year.<\/p>\n

2020 update: Federal Parliamentary Committee will “name and shame” institutions who miss the June 2020 deadline<\/strong><\/h2>\n

A federal parliamentary committee will publish a list of all institutions which have “dragged their feet” or refused to sign up to the NRS by the 30 June 2020 deadline. The list will include officers\u2019 names, their explanation and details of all public funding the institutions have derived from their charitable status.<\/p>\n

To date, there are nine specific institutions that have flatly refused to join the scheme.<\/p>\n

Overall, about 300 religious, community, charity and sporting groups or schools named in redress applications or the child abuse royal commission are yet to join the $3.8 billion scheme.<\/a><\/p>\n

Around 525 applications for redress are currently held up because the institutions at fault haven\u2019t joined the Scheme.<\/p>\n

2021 update: Jehovah’s Witnesses join the National Redress Scheme out of fear of financial penalties<\/strong><\/h2>\n

In April 2021, the Jehovah’s Witnesses released a statement to AAP<\/a>, claiming:<\/p>\n

\u201cNow that the law requires charities to join the scheme, Jehovah\u2019s Witnesses will comply. Jehovah\u2019s Witnesses believe that it is their responsibility before God to respect and co-operate with the authorities.\u201d<\/i><\/p><\/blockquote>\n

A spokesperson for Senator Anne Ruston has\u00a0urged the Jehovah\u2019s Witnesses to get in contact with the Department of Social Services<\/a>\u00a0and make good on their commitment to the Scheme.<\/p>\n

\u201cIt can take up to six months for institutions to complete the process of joining and the department would hope to work cooperatively and with haste to facilitate the Jehovah\u2019s Witnesses joining as quickly as possible.<\/i><\/p>\n

\u201cIt is disappointing survivors who have named the Jehovah\u2019s Witnesses have been forced to have their application for redress on hold this long while the organisation has been unwilling to join.\u201d<\/i><\/p><\/blockquote>\n
